The selection of countries that can participate is quite an interesting issue but I'm not entirely convinced if it's a good thing :wondering - where is the border of the region then? I think if the Czech Republic is there, Poland should be as well. If Romania is there then Moldova would fit in as well. And not only that - I'm wondering what sense does such a limitation have - is it impossible that an architect say from Thailand could come with a good and regionally sensitive solution? I think that they just limit the range of possible points of view too early which is a pity.
And regarding the professional links - I thought an architect working on a project abroad usually looks for a local partner who helps him manage things locally. I guess if an Austrian architect won the competition he would do so anyways so I really don't see that much difference between architects from the listed countries and others.

me neither, but i think that budget for competition was not that big so they couldnt afford UIA competition.
When you have UIA comp, one day for one member of jury proposed by UIA is about 500-1000e.

My guess is isn't not just about the cost, this is a kind of positive discrimination / stimulation of the region kind of thing, which I think is a good thing. Judging by Siques romanian thread (http://www.pushpullbar.com/forums/showthread.php?t=5612&highlight=romania) I think these areas could ddo with 'stimulation'
:)
