Introduction
On the occasion its tenth anniversary, the Peruvian architectural journal ARKINKA has wanted to promote an architectural competition that may provide Peru with the chance of reflecting on the subject of social housing. It is thus aiming at creating a space in which architects of all parts of the world may explore the possibilities on generating a fitting dwelling for people of limited resources, which may also constitute a research field beyond the limitations of regulations, predominant typologies, current technologies and any other restriction that may impede the development of new forms of housing space in a country like Peru, at the start of a new millennium. The intervention should thus be mainly concerned with the interior design of the dwellings, as well as with the exterior spaces to be conformed, so as to thus constitute a pattern of architectural intervention capable of suggesting an appropriate design strategy for other interventions within the historical center of Lima, so much in need of regaining an architecture of quality that may stimulate the flow of a stable occupancy with access to the advantages of contemporary life within the attractive context of its historic background.
Purpose
To design a preliminary design for a housing group addressed to lower income social strata that may access to programs that the Peruvian Government has implemented in recent years. In the light of the results of the competition the Municipal Government of Lima will decide the possibility of building the more remarkable entries, engaging the winner, second or third prizes, or Honourable Mentions, that it may judge of interest.
Program
Considering that one of the main purposes of the competition is to provide the official institutions in charge of furnishing low cost dwellings and urban spaces with alternatives that may go beyond the usual parameters of urban regulations, the competition is conceived as an exercise directed at producing low cost housing that, within a minimal area per unit that cannot be under 40 square meters, may provide living spaces and environments capable of demonstrating that, even within the restricted material limits allowed, a superior quality of family life and neighborhood can be fostered for its inhabitants.
For this reason the program to be developed, insofar as number of dwellings, building heights, parking spaces, densities, size and frequency of circulations, lighting and acoustic conditions and, in general, all regulation stipulations, can be freely decided by the competing architects. This freedom is granted, of course, in order to stimulate a high level or architectural and urban quality, and in search of a responsible tuning with the expectations that are of concern for populations of very limited resources, that compromise in a large proportion their savings and future income for the purchase of their dwellings.
